Hell is presented as a created place (heaven is defined as God’s dwelling place, so its existence as that concept goes back forever). And_hell is a consequence of the judgment of God on sin.
Hell did not come into existence until somebody sinned, and God made hell_because of that sin. The OT presents this place as being constantly “expanded” as more and more people die without Christ.
Satan is not really in charge of hell_nor its punishment, but God punishes and tortures him as well as the rest of hell’s population. The punishment comes from God, and Satan is not in control of_hell, nor can he broker anything pertaining to_hell or punishment.

This is a very large and somewhat complicated work by Alger (Universalist) on issues of the existence and destiny of the soul. Note that this work may contain arguments against the existence of hell. I would not recommend it for most Christians.
