I cannot find much information on W.E. Best, and what I know about him is that he was a pastor in Texas, and I believe the church was associated with “apostolic churches” but even that is not for sure. From what I have read of his writings, he is very heavily Calvinistic-Reformed. The title probably should read A Comprehensive View Of Romans chapter 1.
